1. End process svhost.exe
2. End process wuauclt.exe
3. Disable automatic updates service.
4. Restart into safe mode
5. Remove all files under c:\windows\SoftwareDistribution
6. Restart computer and enable automatic updates service.
7. Start the automatic updates service and update windows again.
